Uptown itself sits on the natural river levee, part of the same “Sliver by the River” high ground that spared much of the corridor from Katrina's catastrophic flooding in August 2005. Carrollton, a separate town annexed into New Orleans back in 1874, tells a different story: it's literally the site of the Sewerage & Water Board's aging Carrollton Water Purification Plant, which President Biden toured in 2021 after it was found to be losing roughly 40 percent of its treated water through broken pipes with three of its five turbines failed. That same general area saw a documented flood event on December 2, 2023, when two major turbines at the nearby drainage power plant failed during heavy rain and flooded streets in Carrollton, Lakeview, Mid-City, and Central City together. More recently, a series of large water-main breaks along South Carrollton Avenue in early 2026 — including a 48-inch main rupture on March 9 — flooded streets and homes and triggered boil-water advisories across the area.
Layered on top of that infrastructure story is a genuinely split housing stock. St. Charles Avenue's grand Victorian and raised-basement mansions, many built when the corridor was known as the city's “millionaires' row,” have increasingly been subdivided into rental units. Carrollton's own historic district, designated in 2017, is roughly 45 percent shotgun houses, with raised-basement construction more common here than in most of the city, and a large share of that housing is rented to Tulane and Loyola students on a predictable May-through-August turnover cycle. Both the Carrollton and Uptown Historic Districts fall under the same citywide HDLC roofing guidelines, which prefer copper gutters over aluminum and require downspouts to mount to the building rather than to a gallery or porch.
