Marigny and Bywater sit on what locals call the “Sliver by the River” — the natural river-levee ground that, along with the French Quarter and parts of the Garden District, saw no flooding during Hurricane Katrina in August 2005, unlike the Lower 9th Ward directly across the Industrial Canal, where the catastrophic breach happened.
