Algiers sits on the west bank of the Mississippi, protected by its own hurricane risk-reduction system entirely separate from the rest of the city — the West Closure Complex, completed in 2015, consolidated protection at a single Gulf Intracoastal Waterway control point, and roughly $210 million has gone into levee lifts and floodgates along the Algiers Canal alone. That system held during Katrina; the levee breaches that devastated Lakeview and the Lower 9th Ward in August 2005 were all on the east bank. That doesn't mean Algiers is problem-free, though — the city itself describes Algiers as having “consistently struggled with flooding” and secured over $1.2 million in FEMA funding for a stormwater-focused “Resilient Algiers” project, while residents have separately complained that local canals like the Norman Canal haven't been dredged since before Katrina.
Algiers Point's own housing stock adds a specific complication: after the Great Fire of October 1895 destroyed at least 193 houses across a ten-block area, the neighborhood rebuilt with the Victorian townhouses and ornate gingerbread shotgun houses that define it today — and HDLC's citywide roofing guidelines, which govern the locally-designated Algiers Point historic district, explicitly discourage aluminum and vinyl gutters here in favor of copper or steel, plus require any existing cast-iron downspout boots to be kept. That's a different material standard than the ranch-style homes further out in Behrman and Tall Timbers, built decades later with no historic-district review at all.
