The French Quarter isn't regulated by the Historic District Landmarks Commission that governs most of the rest of the city — it answers to the Vieux Carré Commission, whose own roofing guidelines require any exterior alteration — visible from the street or not — to go through a VCC permit. Approved gutter materials are copper (preferred for lifespan), then steel; aluminum is flagged as highly susceptible to punctures, denting, and galvanic reaction. Existing cast-iron gutter boots must be retained, and downspouts have to mount directly to the building rather than to a gallery or porch post — the VCC's guidance even recommends securing gutters and downspouts firmly before hurricane season and cleaning them each spring and fall.
The Quarter's flood story surprises people, too: despite sitting on relatively high natural-levee ground, its elevation is uneven — as low as roughly 2 feet above sea level in the low-lying western corner versus 8 to 12 feet near the riverfront. During Katrina in August 2005, that low western pocket, not the whole district, took on up to 2 feet of water — roughly 9 percent of the Quarter, not the levee-breach inundation that hit Lakeview or the Lower 9th Ward. The real, recurring risk here is wind: Hurricane Ida tore a portion of a building off at Toulouse and Decatur in August 2021, and roofs and awnings across the Quarter have been damaged by wind more than once in the years since.
