In fact, Mid-City doesn't need a hurricane to flood. Instead, about twenty minutes of hard rain is enough. Residents on South St. Patrick Street told WWL-TV in August 2022 that a street that once took two or three hours of rain to flood now floods knee-high in fifteen to twenty minutes, pushing water into cars and businesses along the block. Plus, that's not an isolated complaint. For example, on August 5, 2017, Mid-City recorded 9.43 inches of rain — the highest total logged anywhere in the city that day, and the event that first exposed the Sewerage & Water Board's pump-turbine failures citywide. Then, almost nine years later, on July 11, 2026, ordinary heavy rain again made streets in Mid-City, Lakeview, and City Park impassable, with the mayor citing pump-station problems as part of the cause.
Part of the reason is geography, not bad luck. After all, Mid-City sits at essentially sea level on what was historically called the “back of town,” the low backswamp behind the natural river levee, drained and built up only in the late 19th and early 20th centuries and still entirely dependent on mechanical pumps rather than gravity to stay dry. Also, much of Mid-City's housing dates to that era. For instance, the median home here was built around 1944, and 44 percent predate 1940. As a result, many roofs, fascia boards and gutters on these shotguns and doubles are original or overdue. On top of that, they carry a drainage burden that has nothing to do with storm season.
