Navarre Runs on Santa Rosa County Rules, Not a Leasehold System

Navarre sits on the Fairpoint Peninsula and part of Santa Rosa Island, and unlike its barrier-island neighbors, it isn't governed by a leasehold authority. Pensacola Beach, at the island's west end in Escambia County, runs under the Santa Rosa Island Authority's 99-year leases, and Okaloosa Island, at the east end, runs under Okaloosa County's own leasehold system dating to a 1950 federal land transfer. Navarre Beach, in between, answers directly to the Santa Rosa County Board of County Commissioners — a real, meaningful governance difference across the same barrier island, and multiple attempts to incorporate Navarre as its own city, including a 2024 straw poll, have failed to gain majority support.

The Navarre Beach Fishing Pier, at 1,545 feet, is the longest fishing pier in Florida and on the Gulf of Mexico. Hurricane Ivan destroyed the original wood pier in September 2004, and the county rebuilt it in 2010 as a concrete structure using FEMA disaster funds, engineered to stand roughly 30 feet above the Gulf. A $1.2 million deck renovation finished in spring 2020, and the rebuilt pier survived Hurricane Sally later that same year — the largest storm it's weathered since reconstruction. Hurricane Opal made landfall in 1995 between Pensacola Beach and Navarre Beach, and Hurricane Dennis came ashore in almost the same spot in 2005, so this stretch of coast has taken direct hits more than once.
